Unlock a disabled iPad2

My iPad is disabled. It tells me to connect to to iTunes. How do I unlock it?

This is about my iPad 2.

iPad mini 2 Wi-Fi, Cellular

Click here and follow the instructions. Restoring the iPad requires plugging it into a computer with iTunes installed, or a Mac running Catalina or newer.
