The answer depends completely on your setup.
If, for example, you’re using iOS 16 and you house your notes in iCloud, open the Notes app, press “<Folders” in the upper left, choose “Recently Deleted”, find the note in question, choose the folder icon at the bottom center, and re-house this note in the folder of your choice.
