I have been a Dark Sky user for years. I want to get the Apple Weather app that has incorporated Dark Sky. I can’t down load it. I am using my new iPad Pro.

Your Mac does not have the required hardware and software to install this. iOS, iPadOS, and macOS are all different platforms. So, that is likely wait is getting in the way here.

The new, iPadOS native Apple weather app is part of iPadOS 16.
If you have a new iPad Pro with a version of iPadOS 16 installed, your iPad ahould already have the native Apple weather app as part of the iPadOS 16 system.
It maybe, also, found in the App Libary that is found on the very last one of the iPad's Home pages of apps.
If your iPad is new, but has not been upgraded/updated to the new iPadOS 16, currently at iPadOS 16.2, you will need to upgrade your iPad to iPadOS 16 to get the new Apple Weather app.
