Help refunding items bought by my kid

Apple has refused to refund items purchased from a kid. I thought this was not allowed.

Apple can refuse refunds, it is indeed allowed. You are responsible for charges on your account. Don't hand over your device, enable a password for purchases, and enable guided access if giving anyone your device.
