Are other notifications appearing as expected? Is it only these apps that are having the issue?
Power cycle the iPhone by following these steps found at Restart your iPhone - Apple Support:
1. Press and hold either volume button and the side button until the power-off slider appears.

3. To turn your device back on, press and hold the side button (on the right side of your iPhone) until you see the Apple logo.
While simple, this can refresh the iOS, apps and connections while resolving some issues.

Once everything is updated, if the issue continues, tap on Settings > Notifications and confirm that the notification settings are set correctly for the apps that are having the problem.
Check that the date and time are correct by tapping on Settings > General > Date & Time and confirm that Set Automatically is toggled on. If this is not correct, it can affect the ability to connect to servers.
If there is any VPN software installed on the iPhone, please disable or remove it while troubleshooting. This type of software can block notifications.
