Go to Settings/[your name] and look at the list of devices that share your Apple ID. They can all see your photos if you have Photos turned on in Settings/[your name]/iCloud/Photos. Delete any devices that you don’t want to share with.

Next open the Photos app, tap on Albums, then Shared Albums (if it exists). Tap on each shared album and in the album the little “people” icon at the top and it will list the people the photos in that album are shared with. Again, you can delete anyone you no longer want to share with.

Photos may have gotten to someone else’s phone if anyone you shared with forwarded them, or of you use a cloud (not iCloud) photo service such as Google Photos and then shared with others using that photo service.

Why do you think your photos may be on someone ele's phone? Did you share an album with them?

How to use Shared Albums in Photos on your iPhone, iPad, and Mac - Apple Support

If you have shared an album with someone and you want to stop doing so, remove them as a subscriber:

Remove a subscriber

  1. Open the shared album.
  2. Tap the People button
  3. Select the subscriber that you want to remove.
  4. Tap Remove Subscriber at the bottom of the screen.

As the creator of a shared album, you control who can access it. You can remove subscribers at any time.

Note that it's possible that they saved photos from that shared album to their phone. The only way you would know if if you asked them.
