It is highly unlikely you actually deleted Safari. You probably just deleted the Dock icon, which is just a pointer to the Safari app located in your Applications folder. The user can no longer delete Safari as it has become part of macOS. Open the Applications folder and launch the Safari app or drag it to the Dock to restore it.
