Thanks for using Apple Support Communities. We understand Siri on your iPhone isn't working as expected. We're happy to help get this resolved. We recommend starting with setting Siri up again using these steps, since this can typically resolve issues with Siri being unable to recognize commands that are given:
1. Go to Settings.
2. Tap Siri & Search.
3. Turn off Listen for "Hey Siri," then turn it back on.
4. When the Set Up "Hey Siri" screen appears, tap Continue.
5. Say each command that you see on your screen.
6. Tap Done.

You may also want to consider updating to the latest iOS if you haven't already don't so, since they contain security and bug fixes that can resolve abnormal behavior you may experience. See how to update and complete a backup of your data here:
1. Back up your device using iCloud or your computer.
2. Plug your device into power and connect to the internet with Wi-Fi.
3. Go to Settings > General, then tap Software Update.
4. If you see more than one software update option available, choose the one that you want to install.
5. Tap Install Now. If you see Download and Install instead, tap it to download the update, enter your passcode, then tap Install Now. If you don't know your passcode, learn what to do.
