I have an issue with this Apple Activation Lock Request

I have an iPhone 12 Mini which is mine but locked to another person’s Apple ID, a and I cannot contact them, so I’ve requested to Apple Support but **** was denied twice. I provided the invoices with my name on them, and which also show the iPhone device listed on them, I gave the information of the store where it was purchased, but they keep on denying it which doesn’t make sense and I don’t know what to do. With the first request I submitted the full invoice with the phone because I bought it as part of a cellphone plan, and the second time only outlining the part where the iPhone is listed. Someone please help me, idk what I’m doing wrong!!

Each Apple device is linked/associated with an Apple ID of the person who did the setup.

Activation Lock prevents anyone who is not the owner from using this iPhone.

To unlock the Phone, you need the Apple ID and password of the previous owner, that were used during set up.

So you have to contact the previous owner.

The previous owner has to read -> this Apple article: What to do before you sell, give away, or trade in your iPhone, iPad, or iPod touch

What to do before you sell, give away, or trade in your iPhone or iPad - Apple Support

Then the previous owner has to remove the iPhone from his account, see this Apple article:

Check your Apple ID device list to see where you're signed in

Check your Apple ID device list to find where you're signed in - Apple Support

Then you can sign in with own your Apple ID.

Read this before you buy a 2nd hand iPhone.

so I’ve requested to Apple Support but **** was denied twice.

Looks like you have bought a stolen iPhone.

Ask your money back if possible.
