Unable to show Password & Security settings

After updating to macOS Ventura 13.1 (22C65) on a 2018 Intel Mac Mini, I am not able to access the Password & Security settings in Settings. When I click on the password & security a new window does open, and then after about a 2-minute wait I receive a button "Try Again". Clicking the button does nothing.

I have rebooted the Mac several times and that did not resolve the problem.

I just tried the same on my M1 Macbook Air running the same OS. Same problem.
