If I purchase a new IPad and don’t add Cellular at purchase can I add it later?

If you purchase a WiFi+Cellular iPad, you don't need to add a cellular plan at the time of purchase (or ever). You can always add it later.
If you buy a WiFi-only iPad, it will never be capable of cellular connections.
