Can Apple family sharing feature work with family members using Android devices?
specifically, I was interested in purchasing the paid premium plan for the Daylio app and sharing those premium services with a family member with an Android phone.

Not for your purposes no, unless Daylio has some form of sharing external to the Apple environement. Apple Music subscriptions can be shared on an Android, and conceivably an Apple TV subscription with a bit of work.
