The one and only way you can locate your lost iPhone is by using Find My iPhone, if it was turned on before you lost it. There is no way to turn on Find My iPhone remotely. If your iPhone is not showing its location there, then it is either powered off, cannot connect to a cellular or WiFi network, or it has already been erased.
If you had Find My iPhone enabled, then your iPhone can be erased with a computer, but Activation Lock will prevent anyone from using it.
