You have two alternatives available to create a dual boot system.
If you have sufficient space on your internal drive, you could split the drive into two partitions and install Big Sur on the new partition. Then install the required apps.
The other alternative is to purchase an external SSD and install Big Sur on it and then install the required apps.
Then, you can boot into the Ventura system for all the normal every day things and then boot into the Big Sur system for you work session.
With both you will need to download the Big Sur installer and create a USB installer. Personally, I would recommend the external drive approach as being the "safest".
There is a path to a "direct" downgrading an M1 Mini back to Big Sur but requires a Time Machine Backup and a second Mac or the nerve to to completely wipe your Mac using a USB Big Sur installer. I personally do not recommend the USB wipe and install approach.
Before Big Sur, you were able to completely restore a system from a Time Machine backup. However, in Apple's infinite wisdom, since Big Sur, Time Machine only backs up the data volume and not the whole system.
