Dual Display Arrangement Keeps Changing

Hi, I've got a Mac Mini, M1 2020 running macOS Ventura. I've got it connected to two monitors, one via HDMI cable and the other via a Thunderbolt. I have my monitors arranged so the main is to the left and the extended to the right. BUT, the arrangement keeps shifting when I restart after shutdown or sleep mode. It's very annoying to have to keep resetting the monitor settings. The PRM reset settings in the community are for Intel silicon macs and don't apply to Apple silicon. I appreciate any insights on this.
