re-install MAC OS on Macbook Air

How do I re-install MAC OS on Macbook Air. I already tried using Command-Option, shift R and Command Shift-R. Both failed.

However, when I restart the laptop and hold down the option key, the option to switch back to Mac OS is not offered to me. Also, when I use another bootable USB, the system no longer recognizes it.
