WhatsApp on iPad

Can I use video chat in WhatsApp on my iPad mini which does not have a cellular connection?

I know the app doesn’t work on iPads (which I find very irritating), so I’ve downloaded it through Safari. I can use it for written communications but not live video chats.

Information/advice appreciated.
