I can't permanently delete widgets on iPad Home Screen after ios16 upgrade
I can remove the widgets by holding them, letting them wiggle and then deleting them, but they return after I shutdown the iPad and switch back on.

I would try backing up all of your icloud data, moving all of your "on my device" documents, and backing up your app's documents and then resetting all contents and settings in Settings»General»Transfer or Reset iPad»Erase all Content and Settings.
Beware, anything that is not backed up will be lost permanently.
