I am not able to view Mango TV shows using the Mango TV app in full screen on the iPad Pro but can on iPhone 13. Both are running latest OS. Tried rebooting, didn’t help.

It appears that the Mango TV app only has an iPhone app. That means that, though you can use the app on your iPad, it's not optimized for the iPad. It's up to the developer to create an app that takes advantage of the iPad's size and features.
