I have Magic Keyboard. When I change language it changes on the screen but keyboard doesn’t change the language. For example, I’m using Russian, then change it to English, I see it changes on IPad but keyboard is still in English mode.

I had the same issue.
Go to settings>general>keyboards>keyboards>pick your language>switch to QWERTZ and then switch back to QWERTY or whatever.
That seemed to fix the issue for me. This appeared after updating to iPadOS 16

I mean I tap key on Magic keyboard to change the language from one to another (from English to Russian for example), I see the label on the screen of iPad changes to rus, start to type by Magic keyboard but it still in English. I use Magic keyboard for long time. it worked well before but now have some bug
Do you mean that the markings on the keys on the hardware keyboard don't change? If that's what you mean, no, those don't change.
I'd suggest you go to Settings>General>Keyboard and remove all but your main language keyboard. Close out of Settings. Come back in and add back the English keyboard.
