Safari keeps showing up even when disabled

Safari is always disabled on kids phone (iPhone XR) but it randomly shows up! I have to go into the settings and toggle the “content and privacy restrictions” off and back on to get rid of it but that doesn’t solve the issue of safari randomly showing up and allowing access! THAT is the issue and what needs to stop.
