Can I transfer files from my old power book to the new one via a USB’s cable?

In general, you can't, because USB is a peripheral interface and you are trying to make a Network connection.
If the old computer is using Sierra or later, you can place them very close to each other and they will create an Ad-Hoc Wi-Fi connection:
