Photo library
My photo library won't restore. How can I save the pictures and create a new Photo library

Are you getting an error message, or is Photos just not finishing the restoring? For a large library it may take more than a day. How long have you waited?
And where is your Photos Library stored? Photos may not be able to work with a library, if it is on an unsupported external volume. If your library is on an external volume, has the volume been prepared as described here? Move your Photos library to save space on your Mac - Apple Support
