how to access and update iPhoto files on an external hard drive
Launch Photos with the option key held down. Navigate to your iPhoto Library and select it. Photos will create a new library with the iPhoto media.
Note: The external *must* be Mac formatted, either APFS format or Mac OS Extended (Journaled) format.
