What do you see when you go to Settings/General/Software Update? If it says you are up to date in some version of iOS 13 go to Settings/General/Profiles and delete the beta profile.

An iPhone 6 can’t update past iOS 12.3.1.

Actually, 12.5.6. But the profile says a 6S with iOS 13.
