Please do not post your debit card in a public forum where anyone can see it. It is not a safe thing to do.
Follow the steps here to add a card to Wallet: link ➡️ Set up Apple Pay - Apple Support
If you get the Learn More popup, when tapping on the (➕) icon, then make sure your iPhone is set to a country or region where Apple Pay is supported in Settings➜General➜Language & Region➜Region.
