Apple Music Payment

I was charged for my Apple Music $10.99 and then again $8.50 for the same thing in the same day and I don’t know what that is about

While you won't be able to get a specific answer here on Apple Support Communities about your billing details, you can check them out yourself. You can go ahead and use this article If you see 'apple.com/bill' on your billing statement to see what you were charged for exactly.

Apple.com/bill appears on your billing statement when you buy an app, music, movie, or other content from Apple. It also appears when a subscription renews and when a family member buys apps or content from Apple.

How to see what you were charged for
1. To see your purchase history, go to reportaproblem.apple.com.
2. Sign in with your Apple ID.
3. A list of purchases appears. To see family members' purchases, select the Apple ID button and choose a family member.
4. To see the full receipt including tax, tap or click the date. Multiple purchases, including subscriptions, might be grouped onto one charge.

If the charge is for a subscription that you no longer want, you can cancel the subscription.
