I created apple ID using web but I cannot sign in with my I pad air using same ID. please help me
Your account has 2 factor authentication enabled. A verification code is being sent to the trusted device(s) on your account.

Attempting to create and use a different AppleID account will not help you to resolve the problem - and will in fact significantly complicate the issue. You must use the AppleID credentials that were last used to successfully activate the iPad.
If you are having difficulty receiving the verification code, do you have access to another device (e.g., an iPhone) that is signed-in to iCloud with the same AppleID?
You would be best advised to use the same AppleID for all your devices - as this provides the mechanism to both receive verification codes, or locally generate a verification code for another device.
Using different AppleIDs removes access to the very recovery mechanism upon which you may one day rely - as now.
Thank you Mr. Kilted Tim, when I try to create new apple Id by using my new I pad the following message is coming "Apple ID couldn't be created because of a sever error" so I created apple ID by using web page. But by using that ID also cannot sign in with my I pad. please (anyone) help me.
