iMovie Ken Burns effect not appearing

When I last used iMovie on iOS about a month ago, I had no problem using the Ken Burns effect on my pictures and videos. However, this week I’ve been trying to use the feature and no matter what I try the controls for the effect have not appeared. It has even been removed from my old projects. Is there a setting I should know of or has the feature been removed completely?
