In health app on iPhone, how do I set step goal from app? just using app is this possible?

Thanks for stopping by the Apple Support Communities. While the Health app will track your steps, it does not have the ability to set step goals currently. If you'd like to see that change in later iterations of iOS on the iPhone, you can let the appropriate teams at Apple know about your feedback here: Feedback - Health - Apple
