Sorry, your post is a bit confusing.
What do you mean it has Multiple systems in location Settings?
Location has nothing to do with your IP address. It uses GPS to determine your location for services within the iPhone.
Only external websites may use your IP to determine a general location to provide area specific data. Your IP address is provided by your Internet service provider or your Cellular service provider depending on what connection you are using and normally they cannot be changed. Getting a new iPhone will; not magically give you a new IP address.
Please explain what you are seeing in as much detail as possible, screen shots may help us understand what you see.
Also know, that unless someone has had physical access to your iPhone while it was unlocked for an extended period of time, there is no known way to remotely hack an iPhone at all.
