stolen reported iPhone 12, Serial Number replaced.

Hello, I found a stolen reported iPhone 12, am from Ethiopia so I can't get any official apple support. The serial number says replaced device so I can't get in touch with the owner. the phone is useless, how can I give it back or use it myself?
