My old iPhone 4 is disabled and I want to get into it to retrieve pictures. It tells me to connect to iTunes but that doesn’t do anything.

It’s not possible to retrieve any data from that device. Anything that was not already backed up is gone.
Your only option with that device is to erase and restore it.
