Control volume on airpod pro 2 with bluetooth

seems volume is locked at LOUD even though on the PC I've turned it down considerably. Also on the Airpod, sliding my finger down on the outside control (as per apple support website), does not lower the volume. Any suggestions?

Got my answer - FINALLY. Had to go to the host PC and update the Citrix HDX volume setting.

Sorry to have posted before I found this, but was at it for a couple of days.
