TV Audio, Apple TV, Music, and HomePod Minis

I have two HomePod minis paired up as speakers for my AppleTV. I can't figure out to have my TV on mute (watching football game on AppleTV App) and Airplay music from my phone to the HomePod Minis. The HomePod Mini speakers are overridden by whatever is on my AppleTV. I'm guessing there is no way to watch an AppleTV app on mute and play music from my phone to the HomePod Minis?
