Ios - safari clear history - close tabs question

There is a bug since a few releases. It just annoys me a lot. I have the habit of clearing cookies often using these steps.

iphone - ios: “settings - safari - clear history and browsing data”.

Even if you have closed all browser tabs, this task *always* prompts you to answer “do you also want to close tabs”. Can’t the browser detect if there are tabs open and if none simply don’t show this popup?
