Cloud Photo Library is already turned on

I have tons of extra iCloud storage and a Mac that’s full of photos and out of storage.

I'm having storage issues on my Mac and when I go to Recommendations the option to turn on Store in iCloud is available. When I check that option and choose Photos, I get the "iCloud Photo Library is already turned on" and it stops.
