Can I recover photos even after deleting from recently deleted folder?

Only if you have some separate independent copies of them archived somewhere else, like a laptop or desktop hard drive. Otherwise, with iCloud photo, when you empty recently deleted, they are gone for good from iCloud.

Short answer is a NO if you use iCloud for Photos. If you do not use iCloud for Photos, AND you have a computer backup of your iPhone before the photos were deleted, then you can restore your iPhone from that computer backup.
