Apple TV working with older model Samsung smart TV

I have an Apple TV 4k model that works perfectly on other tv's in my house (just tried it today on these other tv's to trouble shoot if it was the Apple TV or my Samsung TV); however, it is no longer controlling the volume up/down with the Samsung tv. I have trouble shot everything and was on the phone with Apple support for 1.5 hours today and they couldn't get it to work. I've also reset the Samsung tv to factory settings. Has anyone on here experienced this with Samsung and is there a specific setting on the television? I know this is an Apple support group, but just wanted to see if anyone has experienced this. The volume just stopped last night. It also stopped working for a Roku I tried connecting to it. I can control the volume with the television remote.
