Apple Watch Won't Connect To New Phone

Been struggling for over a day to pair & sync my Apple Watch to my new phone. I even reset and erased my watch to try to improve the process. The watch pairs fine with the phone, makes it less than a 10th of the way through syncing when (despite the watch nor the phone moving) says it's out of reach and to cancel or try again. The phone continues to sync (for over 45 min) and when it completes on the phone, it even opens up to the watch specifics in the app but the watch screen remains on the "sync" screen with only a few notches of the circle completed. Please help me, I have tried every suggestion I can find. I have updated new phone. Shut both down. I have no clue what to do. Phone is the 13 and is two days old. Watch is the SE and is just over two years old.
