i bought an Apple Watch for my mom and was planning to manage it remotely since im in the us and she’s in the uk. Apparently I can only manage it when the watch is nearby? What’s the point of setting it up as a family thing then?? If the watch is connected through wifi would I be able to manage it remotely?

Well, I know for purposes of setting up Family Sharing, Apple considers it to mean people in the same household. It's not possible to have someone in another country as part of your "family". Perhaps Apple is applying the same philosophy to the Watch. But, only Apple actually knows.
FYI it's not possible. I reached out to apple support. The family share feature is not very beneficial in that respect
I don't see anything in the instructions indicates that you can't do what you want.
