This same thing happened when someone left my Family Sharing group. Their storage space stopped appearing/counting towards my iCloud storage about a week later. I was surprised that there was a delay, but it fixed itself within a few days.
The user left the family group yesterday and is no longer in the list of family group iCloud users.
But when I go to “iCloud” > “Family usage”, the deleted user is still displayed there, as well as information that it takes up 14 GB. And I don’t understand how I can delete these 14 GB.
You can delete other people's data, you should not even be able to see other peoples data in iCloud with Family Sharing.
If you were sharing an iCloud account, defeating Family Sharing in the process, and as such can see their data, then you can manually delete anything you don't want to keep from iCloud directly.
Otherwise, if using Family Sharing and iCloud correctly, you have no access to their data, and it is removed once they leave family sharing.
You can’t delete it yourself. It should eventually be removed on its own, however.
