Video Not Playing Via Peer to Peer Airplay

I have an Apple TV 4K 3rd Gen connected to my TV via HDMI and am connecting my IPAD PRO via peer to peer due to no WIFI network. Airplay see’s the Apple TV and connects but the video’s do not play, just get the cursor constantly going round. Videos are downloaded from Apple TV and PRIME.

Same if screen mirroring is selected.

All networks have been forgotten on Apple TV and IPAD and both updated to latest versions.

When the setup is moved to an area with WIFI all functions correctly.
