On my Apple Watch, I cannot swipe up to change the settings for airplane mode silent

Mine did that once. Restarting fixed it. You can restart the watch by holding the crown button in until you see the Power Off screen. You can do a Force Restart if you push the crown and the side button at the same time for 10 seconds or so. See if that works for you.
