Webpages failing to load

I am having issues loading webpages. I have followed all the steps mentioned, cleared cache cookies, tried changing different settings, etc. Every time I try to load a web page I have to close everything completely and try 10+ times before I can get a page to load. It does it in Safari and in other apps like Facebook, Instagram, etc. Does anyone else have this problem and know how to fix it?
