when i use my mac book to send MMS to my one friend it keep pot out the messaging needs to be enabled to send this message. other friend is no problem. how can i fixed this problem?

MMS are not the same as "iMessages".
If you are trying to send a message to someone without an iPhone, iPad, or Mac, but to a regular mobile phone, it will have to use your phone provider MMS service - and, probably, pay its fee. This will of course need to be rerouted via your iPhone, since your Mac does not have mobile service. I don't use MMS, but it stands to reason that this is something that would need to be enabled on your iPhone.
A quick search tells me that you need, on your iPhone, to go to Settings->Messages and turn on MMS Messaging:
