Unfortunately this is not possible to disable camera only on locked screen.
Thousands of users complain about this to Apple for years and nothing happens (you can easily check it by a Google search or a search on this discussions.apple.com).
You can only disable camera in the whole system, but then it will not work on unlocked screen either (so this is a joke - not a solution).
As ChrisJ4203 recommended you can try to give +1 feedback to Apple (i did myself multiple times...)
