I have Version 8.0 (511.0.180) of PHOTOS on my macbook and want to upgrade to the latest version (9...) (sys settings - software update - Your mac is up to date.) ?
I recently update the osx to OS Ventura 13.0.1 , but photos is still version 8.0

Photos 8.0 is the most recent version of Photos an d comes with macOS 13 Ventura. Photos is a part of the system and when you upgrade the system the most recent version of Photos will be installed. There is not yet a version 9 of Photos for Mac.
Where did you find a Photos version 9 announced? Did you get an error message about a wrong Photos version?
Version V8.0 is the latest version of Photos for Ventura.
Oke. But i am trying to import fotos in Lightroom and this is what it says: Your selection does not appear to be an iPhoto library. (The importer plug-in expects version 9.5.1 or newer.)

How old is your Lightroom? It is asking about an *iPhoto* library, not a Photos library.
iPhoto was discontinued in 2015 (and replaced by Photos. )
