Siri won’t talk while phone is on silent

Siri on iPhone won’t talk while phone is on silent. Before the last update there was an option to have Siri talk while your phone was on silent (setting > accessibilities > Siri > voice feedback) however now that setting is no longer available with the latest update (iOs 16.1). Have they moved this setting to another location?
