The location of the photo is missing. It keeps on looking up location info and the pin is correct. Hence, the option to adjust the location is grey out. This occurs on the Ventura 13.0.1 (22A400). There iOS no issue on other iOS devices like the iPhone and iPad.
It is most likely the software issue.
Apple technical support also unable to isolate the issue and will arrange a call back later in the week to decide on the escalation.
I hope this gets fixed ASAP! Assign a location is greyed out on all 29000 pics on my mac (locations were present prior to Ventura). When I click on PLACES - photos does reflect pics with locations but when I click on a specific pic - assign location is greyed out.
The pin can be shown, if a photo has GPS coordinates assigned. But to show the name of the location, photo has to do reverse geocoding and look up the name of the place on Apple's servers. So Photos needs access to the internet to look up the name.
If the name is not shown, the place is either not in Apples database of locations, or Photos cannot access the servers. As your iPad and iPhone can show the place, your Mac has probably trouble with the access to Apple's servers. How is the Mac connected to the internet? Are you using a cellular hotspot or Wi-Fi? Try to connect to Wi-Fi. And if you have set up some kind of Firewall, or Little Snitch or anything, that could be blocking the access to Apple's servers, turn it off.
léonie has the key, here. Whenever I have seen this, it has cleared up when the WiFi source has changed in some way that pleases the computer. Try connecting to your iPhone as a hotspot and see what happens.
My MAC is connected via Wi-Fi. There is no firewall blocking the access of the Apple Server. Appreciate your answer and will wait for the Apple technical support specialist looking into the issue.
Home Wi-Fi and hotspot provided the same outcome. It is the software issue and Apple Technical Support is trying to figure out what is stopping the location data been sync to the photos.
I believe this is software issue. You should also log a case ID with Apple so that they are aware.

Yes, the senior advisor of Apple is looking into the case. They still want me to try this and that before they escalate the case further.
Update - I did a photo library repair - not sure if that did the trick but I no longer have the issue.
